{"id":149366,"date":"2026-04-26T11:59:13","date_gmt":"2026-04-26T11:59:13","guid":{"rendered":"https:\/\/www.logistika.ba\/zeljeznicki-sektor-u-bosni-i-hercegovini-hitne-mjere-i-strateski-pravci-razvoja\/"},"modified":"2026-04-26T12:01:33","modified_gmt":"2026-04-26T12:01:33","slug":"zeljeznicki-sektor-u-bosni-i-hercegovini-hitne-mjere-i-strateski-pravci-razvoja","status":"publish","type":"post","link":"https:\/\/www.logistika.ba\/cg\/zeljeznicki-sektor-u-bosni-i-hercegovini-hitne-mjere-i-strateski-pravci-razvoja\/","title":{"rendered":"\u017dELJEZNI\u010cKI SEKTOR U BOSNI I HERCEGOVINI \u2013 HITNE MJERE I STRATE\u0160KI PRAVCI RAZVOJA"},"content":{"rendered":"<p data-start=\"231\" data-end=\"478\">Posljedice dugogodi\u0161njeg neplanskog zapo\u0161ljavanja, izostanka stvarnih procesa rekonstrukcije i restrukturiranja, kao i oslanjanja isklju\u010divo na bud\u017eetska sredstva, dovele su \u017eeljezni\u010dki sektor u Bosni i Hercegovini u stanje ozbiljne neefikasnosti.<\/p>\n<p data-start=\"480\" data-end=\"722\">Upravljanje zasnovano na administrativnim odlukama, bez tr\u017ei\u0161ne i operativne logike, rezultiralo je gubitkom konkurentnosti, smanjenjem obima transporta i, na\u017ealost, otpu\u0161tanjem zaposlenih te daljim uru\u0161avanjem doma\u0107ih \u017eeljezni\u010dkih operatera.<\/p>\n<p data-start=\"724\" data-end=\"859\">Konzorcijum Logistika Bosne i Hercegovine smatra da je neophodan hitan zaokret \u2013 sa socijalnog modela ka operativno-razvojnom pristupu.<\/p>\n<p data-start=\"861\" data-end=\"899\">U tom cilju predla\u017eemo sljede\u0107e mjere:<\/p>\n<p data-start=\"901\" data-end=\"1099\"><strong data-start=\"901\" data-end=\"951\">1. Dono\u0161enje Zakona o intermodalnom transportu<\/strong><br data-start=\"951\" data-end=\"954\" \/>Uspostavljanje jasnog pravnog okvira za integraciju \u017eeljezni\u010dkog, drumskog i pomorskog transporta, uz razvoj logisti\u010dkih i intermodalnih centara.<\/p>\n<p data-start=\"1101\" data-end=\"1257\"><strong data-start=\"1101\" data-end=\"1159\">2. Razvoj kontejnerskih terminala (strate\u0161ke lokacije)<\/strong><br data-start=\"1159\" data-end=\"1162\" \/>Banja Luka, Doboj, \u0160amac i Novi Zvornik \u2013 kao osnova za formiranje nacionalne logisti\u010dke mre\u017ee.<\/p>\n<p data-start=\"1259\" data-end=\"1408\"><strong data-start=\"1259\" data-end=\"1301\">3. Aktivacija modela \u201e104 para vozova\u201c<\/strong><br data-start=\"1301\" data-end=\"1304\" \/>Trasa:<br data-start=\"1310\" data-end=\"1313\" \/>Rijeka \u2013 Novi Grad \u2013 Prijedor \u2013 Banja Luka \u2013 Doboj \u2013 Tuzla \u2013 Zvornik,<br data-start=\"1382\" data-end=\"1385\" \/>sa krakom prema \u0160amcu<\/p>\n<p data-start=\"1410\" data-end=\"1551\">Cilj: pove\u0107anje transportnih kapaciteta, rastere\u0107enje drumskog saobra\u0107aja i direktno povezivanje sa lukom Rijeka i regionalnim tokovima robe.<\/p>\n<p data-start=\"1553\" data-end=\"1792\"><strong data-start=\"1553\" data-end=\"1596\">4. Integracija \u017eeljezni\u010dkog sistema BiH<\/strong><br data-start=\"1596\" data-end=\"1599\" \/>Povezivanje \u017deljeznica Federacije Bosne i Hercegovine sa pravcem prema luci Plo\u010de (Plo\u010de \u2013 Sarajevo \u2013 Doboj \u2013 \u0160amac), \u010dime se uspostavlja jedinstven logisti\u010dki koridor kroz Bosnu i Hercegovinu.<\/p>\n<p data-start=\"1799\" data-end=\"1954\">Tim koji smo okupili smatra da predlo\u017eene mjere predstavljaju nu\u017enu \u201eterapiju\u201c za stabilizaciju i odr\u017eavanje \u017eeljezni\u010dkog saobra\u0107aja u Bosni i Hercegovini.<\/p>\n<p data-start=\"1956\" data-end=\"2253\">Njihovom implementacijom stvaraju se realni preduslovi za obnovu me\u0111unarodnog teretnog (cargo) saobra\u0107aja, \u0161to je osnov za dalji razvoj sektora. Paralelno s tim, otvara se mogu\u0107nost postepenog uvo\u0111enja putni\u010dkih linija prema zapadnim destinacijama, uz istovremeno povezivanje sa isto\u010dnim pravcima.<\/p>\n<p data-start=\"2260\" data-end=\"2505\">Poseban zna\u010daj ovih mjera ogleda se u integraciji \u017eeljezni\u010dkog sistema Bosne i Hercegovine u klju\u010dne evropske transportne pravce, prije svega:<br data-start=\"2402\" data-end=\"2405\" \/>\u2022 Pan-evropski koridor Vc<br data-start=\"2430\" data-end=\"2433\" \/>\u2022 Mediteranski TEN-T koridor<br data-start=\"2461\" data-end=\"2464\" \/>\u2022 Zapadnobalkanski transportni koridori<\/p>\n<p data-start=\"2507\" data-end=\"2780\">Kroz definisane pravce:<br data-start=\"2530\" data-end=\"2533\" \/>Rijeka \u2013 Novi Grad \u2013 Prijedor \u2013 Banja Luka \u2013 Doboj \u2013 Tuzla \u2013 Zvornik \u2013 \u0160amac \u2013 Plo\u010de,<br data-start=\"2618\" data-end=\"2621\" \/>Bosna i Hercegovina dobija mogu\u0107nost direktnog uklju\u010divanja u evropske logisti\u010dke tokove, povezivanja sa klju\u010dnim lukama i ja\u010danja svoje geostrate\u0161ke pozicije.<\/p>\n<p data-start=\"2782\" data-end=\"3012\">Na ovaj na\u010din:<br data-start=\"2796\" data-end=\"2799\" \/>\u2022 ja\u010da se intermodalnost (luka \u2013 \u017eeljeznica \u2013 drumski transport)<br data-start=\"2863\" data-end=\"2866\" \/>\u2022 pove\u0107ava konkurentnost privrede<br data-start=\"2899\" data-end=\"2902\" \/>\u2022 smanjuje zavisnost od drumskog transporta<br data-start=\"2945\" data-end=\"2948\" \/>\u2022 otvara pristup EU fondovima i infrastrukturnim investicijama<\/p>\n<p data-start=\"3014\" data-end=\"3147\">Predlo\u017eeni model ne predstavlja samo mjeru opstanka, ve\u0107 strate\u0161ki zaokret ka modernom, odr\u017eivom i konkurentnom \u017eeljezni\u010dkom sistemu.<\/p>\n<p data-start=\"3149\" data-end=\"3330\">Bez ovakvog pristupa, \u017eeljeznice u Bosni i Hercegovini \u0107e nastaviti gubiti tr\u017ei\u0161te.<br data-start=\"3232\" data-end=\"3235\" \/>Sa ovim mjerama, \u017eeljeznica mo\u017ee postati klju\u010dni stub razvoja logistike i mobilnosti u regionu.<\/p>\n<p data-start=\"3337\" data-end=\"3385\"><strong data-start=\"3337\" data-end=\"3385\">ANALIZA STANJA \u2013 \u017deljeznice Republike Srpske<\/strong><\/p>\n<p data-start=\"3387\" data-end=\"3676\">Trenutno stanje u sektoru ukazuje na ozbiljne sistemske slabosti u upravljanju i strate\u0161kom planiranju. Dugogodi\u0161nji izostanak operativnih reformi, nedovoljno kori\u0161tenje postoje\u0107ih kapaciteta i fokus na kratkoro\u010dna administrativna rje\u0161enja doveli su do pada efikasnosti i tr\u017ei\u0161ne pozicije.<\/p>\n<p data-start=\"3678\" data-end=\"3912\">Posljedice takvog pristupa danas su vidljive:<br data-start=\"3723\" data-end=\"3726\" \/>\u2022 smanjen obim transporta<br data-start=\"3751\" data-end=\"3754\" \/>\u2022 neiskori\u0161teni infrastrukturni i operativni kapaciteti<br data-start=\"3809\" data-end=\"3812\" \/>\u2022 rast zavisnosti od bud\u017eetske podr\u0161ke<br data-start=\"3850\" data-end=\"3853\" \/>\u2022 pritisci na radna mjesta i najave otpu\u0161tanja zaposlenih<\/p>\n<p data-start=\"3914\" data-end=\"4118\">Posebno zabrinjava \u010dinjenica da se, umjesto aktivacije razvojnih modela (poput pove\u0107anja broja vozova, intermodalnih rje\u0161enja i regionalnog povezivanja), pristupa mjerama koje direktno poga\u0111aju zaposlene.<\/p>\n<p data-start=\"4120\" data-end=\"4163\">Jasno je da odgovornost mora biti utvr\u0111ena.<\/p>\n<p data-start=\"4165\" data-end=\"4428\">Ukoliko do\u0111e do otpu\u0161tanja zaposlenih, neophodno je da se precizno identifikuju uzroci i odgovorni nivoi upravljanja, uklju\u010duju\u0107i:<br data-start=\"4295\" data-end=\"4298\" \/>\u2022 upravlja\u010dke strukture unutar sistema<br data-start=\"4336\" data-end=\"4339\" \/>\u2022 nadle\u017ene institucije i resorno ministarstvo<br data-start=\"4384\" data-end=\"4387\" \/>\u2022 donosioce odluka u prethodnom periodu<\/p>\n<p data-start=\"4430\" data-end=\"4599\">Tim smatra da se teret krize ne mo\u017ee i ne smije prebacivati isklju\u010divo na radnike, bez prethodnog iscrpljivanja svih mogu\u0107nosti restrukturiranja, optimizacije i razvoja.<\/p>\n<p data-start=\"4601\" data-end=\"4834\"><strong data-start=\"4601\" data-end=\"4625\">Prioritet mora biti:<\/strong><br data-start=\"4625\" data-end=\"4628\" \/>\u2022 aktivacija operativnih modela (npr. pove\u0107anje obima saobra\u0107aja)<br data-start=\"4693\" data-end=\"4696\" \/>\u2022 razvoj intermodalnih rje\u0161enja<br data-start=\"4727\" data-end=\"4730\" \/>\u2022 povezivanje sa regionalnim i EU koridorima<br data-start=\"4774\" data-end=\"4777\" \/>\u2022 o\u010duvanje radnih mjesta kroz rast, a ne kroz smanjenje<\/p>\n<p data-start=\"4836\" data-end=\"5022\" data-is-last-node=\"\" data-is-only-node=\"\">Bez jasne odgovornosti i promjene pristupa, \u017eeljezni\u010dki sektor \u0107e nastaviti da gubi funkciju i zna\u010daj.<br data-start=\"4938\" data-end=\"4941\" \/><strong data-start=\"4941\" data-end=\"5022\" data-is-last-node=\"\">Rje\u0161enje nije u smanjenju sistema, ve\u0107 u njegovoj aktivaciji i modernizaciji.<\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Posljedice dugogodi\u0161njeg neplanskog zapo\u0161ljavanja, izostanka stvarnih procesa rekonstrukcije i restrukturiranja, kao i oslanjanja isklju\u010divo na bud\u017eetska sredstva, dovele su \u017eeljezni\u010dki sektor u Bosni i Hercegovini u stanje ozbiljne neefikasnosti.
