IRU i \u010dlanovi iz regiona okupili su se u Gr\u010dkoj kako bi razmotrili rje\u0161enja.<\/span><\/h5>\n<div class=\"normal-text-content wysiwyg wrapper-1\">\n<div class=\"text-formatted field field--name-body field--type-text-with-summary field--label-hidden field__item\">\n<blockquote><p>Transport robe du\u017e ruta koje zaobilaze ju\u017ene obale Crnog mora, izme\u0111u Kavkaza i Evrope, zna\u010dajno je porastao od po\u010detka rata u Ukrajini. Ove rute su tako\u0111e deo klju\u010dnog Srednjeg koridora od Kine do Evrope, prate\u0107i drevne trgova\u010dke puteve Puta svile preko centralne Azije.<\/p><\/blockquote>\n<p>Tranzit preko Turske, na primer, porastao je za 47 odsto samo u prvih \u0161est meseci ove godine. Rast obima trgovine vr\u0161i pritisak na ve\u0107 zauzete granice, \u0161to zna\u010dajno usporava prekograni\u010dni transport.<\/p>\n<blockquote><p>Pro\u0161le nedjelje, dva trgovinska i transportna doga\u0111aja u Solunu, Gr\u010dka, okupila su \u010dlanice IRU-a, vlade i regionalna tela kako bi razmotrili pobolj\u0161anje protoka robe du\u017e ovih klju\u010dnih trgova\u010dkih ruta. \u010clanovi IRU-a sastali su se na Generalnoj skup\u0161tini Crnomorske ekonomske saradnje &#8211; Unije udru\u017eenja drumskog transporta (BSEC-URTA). \u010clan IRU-a <a href=\"https:\/\/www.iru.org\/membership\/members-directory\/ofae\" data-entity-substitution=\"canonical\" data-entity-type=\"node\" data-entity-uuid=\"81b38152-708d-4abf-9500-a6585d89de46\">OFAE<\/a>\u00a0je tako\u0111e organizovao konferenciju o ulozi severne Gr\u010dke u izgradnji me\u0111unarodnih transportnih veza.<\/p><\/blockquote>\n<p><strong>Generalni sekretar IRU-a Umberto de Pretto<\/strong>, koji je odr\u017eao uvodnu izjavu na Generalnoj skup\u0161tini BSEC-URTA, rekao je: &#8220;Trgova\u010dke rute su se pomerile sa severa na Srednji koridor, ali grani\u010dnim prelazima je te\u0161ko da se nose sa dodatnim obimom.<\/p>\n<blockquote><p>&#8220;Voza\u010di se suo\u010davaju sa izuzetno dugim i iskreno neprihvatljivim vremenima \u010dekanja na granicama. Mogu da provedu bilo gde od nekoliko dana do 40-50 dana na granici. To nije u redu. Da ne spominjem koliko je skupo da voza\u010di, roba i kamioni danima sjede na granici.<\/p><\/blockquote>\n<p>&#8220;Dobra vest je da postoje razli\u010diti digitalni alati koje trenutno mo\u017eemo da implementiramo kako bismo olak\u0161ali uska grla na granici.&#8221;<\/p>\n<blockquote><p>Isprobani i testirani digitalni alati, kao \u0161to su\u00a0<a href=\"https:\/\/www.iru.org\/what-we-do\/facilitating-trade-and-transit\/tir\/future-tir-digital\" data-entity-substitution=\"canonical\" data-entity-type=\"node\" data-entity-uuid=\"18112fe2-93fa-4ccd-9467-2f23983f00a0\">digitalni TIR\u00a0<\/a>i\u00a0<a href=\"https:\/\/www.iru.org\/what-we-do\/facilitating-trade-and-transit\/e-cmr\" data-entity-substitution=\"canonical\" data-entity-type=\"node\" data-entity-uuid=\"02455c33-12aa-4860-8727-c98a7bc61a99\">e-CMR<\/a>, ubrzavaju procedure prelaska granice i odr\u017eavaju kretanje robe. Neke zemlje BSEC-a, kao \u0161to su Turska, Gruzija i Azerbejd\u017ean, blizu su implementacije eTIR-a.<\/p><\/blockquote>\n<p>IRU i BSEC-URTA su tako\u0111e naglasili u pro\u0161losti neprihvatljive procedure prelaska granice koje treba promeniti, uklju\u010duju\u0107i obaveznu dezinfekciju vozila, ponavljaju\u0107e carinske kontrole, kao \u0161to su rendgensko skeniranje i nedostatak sigurnih i sigurnih parking mesta.<\/p>\n<blockquote><p>Vlade poku\u0161avaju da pobolj\u0161aju grani\u010dne prelaze. Na primjer, dnevni kapacitet granice Kapikule-Kapitan Andreevo (Turska-Bugarska) pove\u0107an je sa 950 na 1.500. Me\u0111utim, potrebno je vi\u0161e akcija.<\/p><\/blockquote>\n<p>&#8220;Moramo da radimo zajedno na klju\u010dnim izazovima kako bismo ostvarili puni potencijal drumskog transporta i trgovine \u0161irom regiona,&#8221; rekao je Umberto de Pretto, koji je na konferenciji OFAE govorio i na panelu o drumskom saobra\u0107aju i trgovini \u0161irom regiona Balkana i Crnog mora.<\/p>\n<blockquote><p>&#8220;Liberalizacija transportnih kvota, posebno u tranzitu, trebalo bi da bude na\u0161a dugoro\u010dna vizija. Moramo pove\u0107ati BSEC dozvole, uvesti nove zemlje u sistem i u potpunosti ga digitalizovati,&#8221; dodao je on.
