Naprotiv \u2013 granice se tretiraju kao <strong data-start=\"1429\" data-end=\"1462\">kriti\u010dne ta\u010dke konkurentnosti<\/strong>, a ne kao prostor za demonstraciju birokratske mo\u0107i. \u00a0<strong data-start=\"1520\" data-end=\"1604\">Zatvoren ili nefunkcionalan Gradi\u0161ka = direktno kr\u0161enje duha Berlinskog procesa.<\/strong><\/p>\n<h2 data-start=\"1611\" data-end=\"1656\">\u0160ta nam ka\u017ee Plan rasta za Zapadni Balkan?<\/h2>\n<blockquote>\n<p data-start=\"1657\" data-end=\"1694\">Evropski <strong data-start=\"1666\" data-end=\"1680\">Plan rasta<\/strong> insistira na: br\u017eem protoku robe, smanjenju vremena zadr\u017eavanja, integraciji u <strong data-start=\"1770\" data-end=\"1785\">TEN-T mre\u017eu<\/strong>, ja\u010danju otpornosti lanaca snabdijevanja.<\/p>\n<p data-start=\"1833\" data-end=\"1965\">I onda se pojavi \u201estru\u010dno obja\u0161njenje\u201c da <strong data-start=\"1875\" data-end=\"1964\">novi most, nove pristupne saobra\u0107ajnice i savremeni grani\u010dni terminal \u2013 nisu potrebni<\/strong>. \u00a0Ako nisu potrebni Gradi\u0161ka i sjeverni koridori, postavlja se logi\u010dno pitanje: <strong data-start=\"2050\" data-end=\"2104\">da li nam je, po toj logici, dovoljna samo Bija\u010da?\u00a0<\/strong>Da li treba da se radujemo scenariju u kojem: iz <strong data-start=\"2157\" data-end=\"2167\">Cazina<\/strong>, iz <strong data-start=\"2176\" data-end=\"2189\">Prijedora<\/strong>, iz <strong data-start=\"2198\" data-end=\"2212\">Banje Luke<\/strong>,\u00a0svi izlazimo na <strong data-start=\"2233\" data-end=\"2262\">jedan jedini ju\u017eni prelaz<\/strong>, dok se sjever zemlje planski gasi?<\/p>\n<\/blockquote>\n<h2 data-start=\"2305\" data-end=\"2347\">\u0160ta ka\u017eu savremeni lanci snabdijevanja?<\/h2>\n<blockquote>\n<p data-start=\"2348\" data-end=\"2403\">Savremeni lanci snabdijevanja ne funkcioni\u0161u na osnovu: politi\u010dkih izjava, improvizacija, niti \u201eekspertskih mi\u0161ljenja bez ekspertskog znanja\u201c.<\/p>\n<p data-start=\"2502\" data-end=\"2528\">Oni funkcioni\u0161u na osnovu: <strong data-start=\"2531\" data-end=\"2557\">redundantnosti pravaca<\/strong>, vi\u0161e izlaza, a ne jednog, predvidivosti i brzine.\u00a0Svaki ozbiljan logisti\u010dar zna: <strong data-start=\"2654\" data-end=\"2695\">Zatvoriti kapacitet = pove\u0107ati rizik. <\/strong>Zemlja sa jednim izlazom nije logisti\u010dki sistem \u2013 to je <strong data-start=\"2753\" data-end=\"2778\">usko grlo sa zastavom<\/strong>.<\/p>\n<\/blockquote>\n<h2 data-start=\"231\" data-end=\"263\">\u0160ta bi na to rekao Kulin ban?<\/h2>\n<blockquote>\n<p data-start=\"265\" data-end=\"425\">Za kraj, vrijedi se zapitati \u2013 <strong data-start=\"296\" data-end=\"333\">\u0161ta bi na sve ovo rekao Kulin ban<\/strong>, \u010dovjek iz 12. vijeka koji je shvatio ono \u0161to dio dana\u0161njih \u201eeksperata\u201c uporno ne razumije?<\/p>\n<p data-start=\"427\" data-end=\"448\">Kulin ban je znao da: <strong data-start=\"451\" data-end=\"483\">putevi i prelazi nisu luksuz<\/strong>, <strong data-start=\"489\" data-end=\"523\">mostovi nisu ideolo\u0161ko pitanje<\/strong>, i da se dr\u017eava ne gradi zabranama prolaza, ve\u0107 <strong data-start=\"576\" data-end=\"602\">omogu\u0107avanjem trgovine<\/strong>.<\/p>\n<p data-start=\"605\" data-end=\"963\">Njegova povelja nije govorila o zatvaranju pravaca, ve\u0107 o <strong data-start=\"663\" data-end=\"696\">slobodi kretanja robe i ljudi<\/strong>, o sigurnim drumovima i pouzdanim prelazima. Da je tada postojao \u201eekspert za penzionisanje mostova\u201c, vjerovatno bi Kulin ban dobio savjet da <strong data-start=\"840\" data-end=\"892\">ne otvara trgova\u010dke pravce prema Savi i Panoniji<\/strong>, jer \u201eionako ima bli\u017eih puteva\u201c i jer bi \u201eto moglo stvoriti presedan\u201c.<\/p>\n<\/blockquote>\n<p data-start=\"965\" data-end=\"997\">Mo\u017eemo samo zamisliti preporuku:<\/p>\n<blockquote data-start=\"998\" data-end=\"1115\">\n<p data-start=\"1000\" data-end=\"1115\"><em data-start=\"1000\" data-end=\"1115\">\u201eZa\u0161to roba iz unutra\u0161njosti ide prema sjeveru, kad se mo\u017ee nositi sporije i du\u017ee? Strpite se jo\u0161 koju deceniju.\u201c<\/em><\/p>\n<\/blockquote>\n<p data-start=\"1117\" data-end=\"1179\">Da je Kulin ban razmi\u0161ljao na taj na\u010din, danas ne bismo imali:\u00a0 ni trgova\u010dku tradiciju, ni istorijske pravce, ni argument da Bosna i Hercegovina <strong data-start=\"1271\" data-end=\"1310\">pripada evropskom prostoru razmjene<\/strong>.\u00a0Zato je pitanje za dana\u0161nje samozvane eksperte jednostavno: <strong data-start=\"1375\" data-end=\"1527\">da li \u017eelite da vas pamte kao graditelje pravaca \u2013 ili kao prve u istoriji koji su se zalagali da se mostovi penzioni\u0161u prije nego \u0161to su za\u017eivjeli?\u00a0<\/strong>Jer most koji se ne koristi nije neutralna odluka. On je <strong data-start=\"1588\" data-end=\"1625\">svjesna odluka da se zaustavi tok<\/strong>.<\/p>\n<p data-start=\"1628\" data-end=\"1738\">A tok \u2013 kroz istoriju \u2013 uvijek na\u0111e put. Jer logistika nije ideolo\u0161ka disciplina. Ona <strong data-start=\"3254\" data-end=\"3276\">ne pra\u0161ta neznanje<\/strong>.<\/p>\n<\/blockquote>\n<h2 data-start=\"3284\" data-end=\"3302\">Ironija apsurda<\/h2>\n<blockquote>\n<p data-start=\"3303\" data-end=\"3369\">Ako je zatvaranje Gradi\u0161ke \u201eispravna odluka\u201c, onda idemo do kraja: zatvorimo i ostale prelaze na sjeveru, penzioni\u0161imo ih, organizujmo <strong data-start=\"3448\" data-end=\"3470\">\u0161kolske ekskurzije<\/strong> da djeca vide kako je Bosna i Hercegovina nekada izlazila u Evropu, a u ud\u017ebenike upi\u0161imo: <strong><em data-start=\"3554\" data-end=\"3611\">\u201eBosna i Hercegovina \u2013 zemlja mostova koje ne koristi.\u201c<\/em><\/strong><\/p>\n<p data-start=\"3631\" data-end=\"3681\">Ovo nije pitanje jednog prelaza.Ovo je pitanje:<strong data-start=\"3684\" data-end=\"3742\">da li <em data-start=\"3554\" data-end=\"3611\">Bosna i Hercegovina<\/em> \u017eeli biti dio evropskih lanaca snabdijevanja<\/strong>, ili \u017eeli ostati <strong data-start=\"3764\" data-end=\"3803\">periferija saobra\u0107ajne karte Evrope<\/strong>.\u00a0Politi\u010dke izjave prolaze. Stru\u010dne gre\u0161ke ostaju \u2013 i skupo se pla\u0107aju.<\/p>\n<\/blockquote>\n<h2 data-start=\"202\" data-end=\"270\">Za\u0161to je Gradi\u0161ka va\u017ena \u2013 od rimske ceste, turskog druma do danas<\/h2>\n<blockquote>\n<p data-start=\"272\" data-end=\"603\">Gradi\u0161ka nije \u201eslu\u010dajna ta\u010dka na mapi\u201c. Ona je <strong data-start=\"321\" data-end=\"373\">istorijski i logisti\u010dki determinisana raskrsnica<\/strong>, \u010dija se uloga potvr\u0111uje ve\u0107 <strong data-start=\"403\" data-end=\"435\">vi\u0161e od dvije hiljade godina<\/strong>. Razlog za\u0161to se danas vodi politi\u010dka i administrativna borba oko njenog zna\u010daja le\u017ei upravo u toj \u010dinjenici: <strong data-start=\"546\" data-end=\"603\">Gradi\u0161ka je uvijek bila prolaz \u2013 i uvijek \u0107e to biti.<\/strong><\/p>\n<p data-start=\"605\" data-end=\"639\">Rimsko doba \u2013 put imperije &#8211;\u00a0Jo\u0161 u anti\u010dkom periodu, prostor dana\u0161nje Gradi\u0161ke nalazio se na <strong data-start=\"704\" data-end=\"729\">rimskom putnom pravcu<\/strong> koji je povezivao <strong data-start=\"748\" data-end=\"785\">Panoniju sa unutra\u0161njo\u0161\u0107u Balkana<\/strong>. Rimske ceste nisu gra\u0111ene \u201eiz patriotskih razloga\u201c, ve\u0107:zbog <strong data-start=\"853\" data-end=\"865\">trgovine<\/strong>,zbog <strong data-start=\"876\" data-end=\"886\">vojske<\/strong>,zbog <strong data-start=\"897\" data-end=\"916\">kontrole tokova<\/strong>. Rimljani su birali <strong data-start=\"938\" data-end=\"987\">najkra\u0107e, najstabilnije i najlogi\u010dnije pravce<\/strong>.Gradi\u0161ka je tada bila ono \u0161to je i danas: <strong data-start=\"1033\" data-end=\"1085\">prirodan prelaz preko Save i ulaz u unutra\u0161njost<\/strong>.<\/p>\n<\/blockquote>\n<h3 data-start=\"1093\" data-end=\"1129\">Osmanski period \u2013 turski drum<\/h3>\n<blockquote>\n<p data-start=\"1130\" data-end=\"1246\">U osmanskom periodu, Gradi\u0161ka postaje dio <strong data-start=\"1172\" data-end=\"1189\">turskog druma<\/strong>, glavne trgova\u010dke i administrativne komunikacije izme\u0111u: Bosanske krajine, Slavonije, Panonske nizije.Drum nije birao put po emocijama, ve\u0107 po <strong data-start=\"1345\" data-end=\"1367\">ekonomiji kretanja<\/strong>. Robu, stoku, sol, \u017eito i zanatske proizvode nosili su upravo oni pravci koji su: sigurni, kratki, dostupni tokom cijele godine. Gradi\u0161ka je pre\u017eivjela promjenu carstava jer je <strong data-start=\"1561\" data-end=\"1581\">slu\u017eila privredi<\/strong>.<\/p>\n<\/blockquote>\n<h3 data-start=\"1589\" data-end=\"1638\">Austro-Ugarska \u2013 infrastruktura i kontrola<\/h3>\n<blockquote>\n<p data-start=\"1639\" data-end=\"1680\">Dolaskom Austro-Ugarske, Gradi\u0161ka dobija: savremene puteve, carinske i administrativne funkcije, jasnu ulogu <strong data-start=\"1758\" data-end=\"1793\">grani\u010dnog i trgova\u010dkog \u010dvori\u0161ta<\/strong>.\u00a0Carstvo je investiralo tamo gdje je promet postojao \u2013 a promet je postojao jer je <strong data-start=\"1880\" data-end=\"1902\">pravac bio logi\u010dan<\/strong>.<\/p>\n<p data-start=\"1962\" data-end=\"1999\">U 20. vijeku, sa razvojem industrije: Banja Luka, Prijedor, Kozarska Dubica, sjeverozapadna Bosna, koriste Gradi\u0161ku kao <strong data-start=\"2097\" data-end=\"2135\">glavni izlaz prema srednjoj Evropi<\/strong>.\u00a0Drumski i kasnije kamionski transport samo su <strong data-start=\"2184\" data-end=\"2246\">naslijedili anti\u010dku i srednjovjekovnu logiku kretanja robe<\/strong>.<\/p>\n<\/blockquote>\n<h3 data-start=\"2254\" data-end=\"2298\">Danas \u2013 savremeni lanci snabdijevanja<\/h3>\n<blockquote>\n<p data-start=\"2299\" data-end=\"2385\">U 21. vijeku, savremeni lanci snabdijevanja rade po istom principu kao i rimske ceste: najkra\u0107i pravac, najmanji rizik, najve\u0107a proto\u010dnost.<\/p>\n<p data-start=\"2450\" data-end=\"2489\">Razlika je samo u brzini i tehnologiji.\u00a0Zato je <strong data-start=\"2499\" data-end=\"2518\">most u Gradi\u0161ci<\/strong>, sa savremenim pristupnim saobra\u0107ajnicama, <strong data-start=\"2562\" data-end=\"2592\">nastavak istorijske logike<\/strong>, a ne njen prekid. \u00a0Poku\u0161aj da se Gradi\u0161ka marginalizuje danas zna\u010di <strong data-start=\"2665\" data-end=\"2718\">negiranje dvije hiljade godina ekonomije kretanja<\/strong>.\u00a0Rimska cesta, turski drum, austrougarski put, jugoslovenska magistrala i dana\u0161nji evropski koridori \u2013 svi imaju zajedni\u010dku ta\u010dku:\u00a0<strong data-start=\"2879\" data-end=\"2892\">Gradi\u0161ku.<\/strong><\/p>\n<p data-start=\"2894\" data-end=\"2963\">Granice se mijenjaju.Dr\u017eave se mijenjaju.Politike se mijenjaju.\u00a0<strong data-start=\"2968\" data-end=\"2998\">Pravci kretanja robe \u2013 ne.<\/strong><\/p>\n<p data-start=\"3000\" data-end=\"3119\">Ko to ne razumije, ne osporava samo jedan grani\u010dni prelaz. Osporava <strong data-start=\"3070\" data-end=\"3118\">istoriju, geografiju i elementarnu logistiku<\/strong>.<\/p>\n<\/blockquote>\n<h2 data-start=\"255\" data-end=\"295\">A sada \u2013 realnost Bosne i Hercegovine<\/h2>\n<p data-start=\"297\" data-end=\"459\">Po ko zna koji put, Bosna i Hercegovina je pokazala <strong data-start=\"349\" data-end=\"385\">moralnu i patriotsku dosljednost<\/strong>:ne mo\u017ee se nama nare\u0111ivati da <strong data-start=\"419\" data-end=\"458\">koristimo most koji je ve\u0107 izgra\u0111en<\/strong>.<\/p>\n<p data-start=\"461\" data-end=\"675\">Most u Gradi\u0161ci je spreman jo\u0161 od <strong data-start=\"495\" data-end=\"511\">2022. godine<\/strong>, ali mi \u0107emo \u2013 principijelno \u2013\u00a0<strong data-start=\"548\" data-end=\"573\">sa\u010dekati jo\u0161 20\u201325 godina<\/strong>,da amortizacija uradi svoje, pa \u0107emo onda zaklju\u010diti da je <strong data-start=\"638\" data-end=\"674\">star, prevazi\u0111en i neupotrebljiv<\/strong>.\u00a0U me\u0111uvremenu, aktivirao se novi sloj <strong data-start=\"715\" data-end=\"741\">samozvanih \u201eeksperata\u201c<\/strong>, koji su se zaputili prema DGM-u i kabinetima Evropske komisije sa zahtjevom da se most u Gradi\u0161ci <strong data-start=\"841\" data-end=\"861\">hitno penzioni\u0161e<\/strong>, jer navodno: \u201eionako ni\u0161ta ne zna\u010di privredi\u201c, \u201estar je\u201c, \u201enije prioritet\u201c.\u00a0Drugim rije\u010dima \u2013 <strong data-start=\"969\" data-end=\"1013\">najbolji most je onaj koji se ne koristi<\/strong>.<\/p>\n<h2 data-start=\"1021\" data-end=\"1066\">Geografija po potrebi i struka po narud\u017ebi<\/h2>\n<p data-start=\"1068\" data-end=\"1110\">Jedna izjava posebno oslikava stanje duha:<\/p>\n<blockquote data-start=\"1112\" data-end=\"1172\">\n<h3 data-start=\"1114\" data-end=\"1172\">\u201eZa\u0161to roba iz Tuzle ide u Gradi\u0161ku, kad je Bija\u010da bli\u017ee?\u201c<\/h3>\n<\/blockquote>\n<p data-start=\"1174\" data-end=\"1216\">Po toj logici, sasvim je legitimno pitati: ko je uop\u0161te odredio da postoji <strong data-start=\"1251\" data-end=\"1264\">Novi Grad<\/strong>? \u010demu <strong data-start=\"1275\" data-end=\"1287\">Maljevac<\/strong>? kome jo\u0161 treba <strong data-start=\"1308\" data-end=\"1318\">Iza\u010di\u0107<\/strong>? Rje\u0161enje se samo name\u0107e: zatvoriti sve prelaze na sjeveru, pretvoriti ih u <strong data-start=\"1402\" data-end=\"1448\">turisti\u010dke destinacije i muzeje tranzicije<\/strong>, organizovati <strong data-start=\"1467\" data-end=\"1489\">\u0161kolske ekskurzije<\/strong> da djeca vide kako se nekada izlazilo u Evropsku uniju, a dolinom rijeke Une, u skladu sa <strong data-start=\"1584\" data-end=\"1603\">zelenom agendom<\/strong>, <strong data-start=\"1609\" data-end=\"1676\">uvoziti i izvoziti robu biciklima, emocijama i dobrim namjerama<\/strong>.\u00a0Kamioni su ionako zastarjeli koncept.<\/p>\n<h2 data-start=\"1723\" data-end=\"1754\">Dvije dr\u017eave u jednoj smjeni<\/h2>\n<p data-start=\"1756\" data-end=\"1833\">Konzorcijum Logistika Bosne i Hercegovine bilje\u017ei i svakodnevni, tihi apsurd: <strong data-start=\"1837\" data-end=\"1869\">Inspektorat Republike Srpske<\/strong> radi u skladu sa radnim vremenom prelaza i terminala,<\/p>\n<ul data-start=\"1835\" data-end=\"2001\">\n<li data-start=\"1926\" data-end=\"2001\">\n<p data-start=\"1928\" data-end=\"2001\"><strong data-start=\"1928\" data-end=\"1948\">Federalna uprava<\/strong> zavr\u0161ava u <strong data-start=\"1960\" data-end=\"1974\">16:00 sati<\/strong>, zimsko ra\u010dunanje vremena.
