Package zvani\u010dno \u0107e se primjenjivati i na laka komercijalna vozila (LCV) mase od 2,5 do 3,5 tone koja obavljaju me\u0111unarodni transport.<\/p>\n<p data-start=\"266\" data-end=\"454\">Ova promjena predstavlja jednu od najve\u0107ih regulatornih reformi za sektor kombi transporta u posljednjih nekoliko godina i direktno \u0107e uticati na organizaciju rada prevoznika \u0161irom Evrope.<\/p>\n<h3 data-start=\"456\" data-end=\"480\">Klju\u010dne nove obaveze<\/h3>\n<p data-start=\"482\" data-end=\"567\">Operateri koji obavljaju me\u0111unarodni transport mora\u0107e da ispune tri osnovna zahtjeva:<\/p>\n<ul data-start=\"569\" data-end=\"722\">\n<li data-start=\"569\" data-end=\"612\">obavezna ugradnja i kori\u0161\u0107enje tahografa,<\/li>\n<li data-start=\"613\" data-end=\"661\">primjena EU pravila o vremenu vo\u017enje i odmora,<\/li>\n<li data-start=\"662\" data-end=\"722\">primjena pravila o upu\u0107enim voza\u010dima (posting of drivers).<\/li>\n<\/ul>\n<p data-start=\"724\" data-end=\"745\">Pravila se odnose na:<\/p>\n<ul data-start=\"746\" data-end=\"807\">\n<li data-start=\"746\" data-end=\"770\">me\u0111unarodni transport,<\/li>\n<li data-start=\"771\" data-end=\"782\">kabota\u017eu,<\/li>\n<li data-start=\"783\" data-end=\"807\">cross-trade operacije.<\/li>\n<\/ul>\n<p data-start=\"809\" data-end=\"875\">\u010cak i povremeni me\u0111unarodni transport ulazi u re\u017eim novih pravila.<\/p>\n<h2 data-start=\"882\" data-end=\"911\">Tahografi postaju obavezni<\/h2>\n<p data-start=\"913\" data-end=\"1028\">Sva vozila izme\u0111u 2,5 i 3,5 tone koja u\u010destvuju u me\u0111unarodnom transportu mora\u0107e imati ugra\u0111en G2V2 smart tahograf.<\/p>\n<p data-start=\"1030\" data-end=\"1067\">Najve\u0107i problem trenutno predstavlja:<\/p>\n<ul data-start=\"1068\" data-end=\"1180\">\n<li data-start=\"1068\" data-end=\"1112\">nedostatak kapaciteta servisa za ugradnju,<\/li>\n<li data-start=\"1113\" data-end=\"1136\">visoka cijena opreme,<\/li>\n<li data-start=\"1137\" data-end=\"1180\">tehni\u010dka kompatibilnost pojedinih vozila.<\/li>\n<\/ul>\n<p data-start=\"1182\" data-end=\"1201\">Prema podacima IRU:<\/p>\n<ul data-start=\"1202\" data-end=\"1346\">\n<li data-start=\"1202\" data-end=\"1253\">samo 27,7% operatera smatra da je spremno za rok,<\/li>\n<li data-start=\"1254\" data-end=\"1289\">46,5% kompanija jo\u0161 nije spremno,<\/li>\n<li data-start=\"1290\" data-end=\"1346\">\u010dak 88% flote jo\u0161 uvijek zahtijeva ugradnju tahografa.<\/li>\n<\/ul>\n<h2 data-start=\"1353\" data-end=\"1379\">Vrijeme vo\u017enje i odmora<\/h2>\n<p data-start=\"1381\" data-end=\"1438\">Voza\u010di kombi vozila prvi put ulaze pod puna EU pravila o:<\/p>\n<ul data-start=\"1439\" data-end=\"1546\">\n<li data-start=\"1439\" data-end=\"1468\">maksimalnom vremenu vo\u017enje,<\/li>\n<li data-start=\"1469\" data-end=\"1489\">obaveznim pauzama,<\/li>\n<li data-start=\"1490\" data-end=\"1521\">dnevnim i sedmi\u010dnim odmorima,<\/li>\n<li data-start=\"1522\" data-end=\"1546\">evidenciji aktivnosti.<\/li>\n<\/ul>\n<p data-start=\"1548\" data-end=\"1603\">To zna\u010di da \u0107e operateri morati potpuno reorganizovati:<\/p>\n<ul data-start=\"1604\" data-end=\"1671\">\n<li data-start=\"1604\" data-end=\"1623\">rasporede vo\u017enje,<\/li>\n<li data-start=\"1624\" data-end=\"1631\">rute,<\/li>\n<li data-start=\"1632\" data-end=\"1648\">smjene voza\u010da,<\/li>\n<li data-start=\"1649\" data-end=\"1671\">planiranje isporuka.<\/li>\n<\/ul>\n<h2 data-start=\"1678\" data-end=\"1708\">Pravila o upu\u0107enim voza\u010dima<\/h2>\n<p data-start=\"1710\" data-end=\"1792\">Kod kabota\u017ee i cross-trade operacija primjenjiva\u0107e se pravila o upu\u0107ivanju voza\u010da.<\/p>\n<p data-start=\"1794\" data-end=\"1811\">To podrazumijeva:<\/p>\n<ul data-start=\"1812\" data-end=\"1983\">\n<li data-start=\"1812\" data-end=\"1867\">registraciju putem EU portala za posting deklaracije,<\/li>\n<li data-start=\"1868\" data-end=\"1893\">dodatnu administraciju,<\/li>\n<li data-start=\"1894\" data-end=\"1919\">kontrolu dokumentacije,<\/li>\n<li data-start=\"1920\" data-end=\"1983\">po\u0161tovanje lokalnih uslova rada i plata u odre\u0111enim dr\u017eavama.<\/li>\n<\/ul>\n<p data-start=\"1985\" data-end=\"2063\">Za mnoge manje prevoznike ovo predstavlja potpuno novi administrativni sistem.<\/p>\n<h2 data-start=\"2070\" data-end=\"2106\">Operativni i finansijski pritisak<\/h2>\n<p data-start=\"2108\" data-end=\"2126\">Nove mjere donose:<\/p>\n<ul data-start=\"2127\" data-end=\"2322\">\n<li data-start=\"2127\" data-end=\"2159\">pove\u0107anje tro\u0161kova poslovanja,<\/li>\n<li data-start=\"2160\" data-end=\"2200\">potrebu za dodatnom edukacijom voza\u010da,<\/li>\n<li data-start=\"2201\" data-end=\"2228\">pove\u0107anje administracije,<\/li>\n<li data-start=\"2229\" data-end=\"2273\">smanjenje fleksibilnosti kombi transporta,<\/li>\n<li data-start=\"2274\" data-end=\"2322\">potrebu za digitalizacijom upravljanja flotom.<\/li>\n<\/ul>\n<p data-start=\"2324\" data-end=\"2467\">Posebno \u0107e biti pogo\u0111ene manje kompanije i samostalni prevoznici koji su do sada radili bez tahografa i bez re\u017eima EU socijalnog zakonodavstva.<\/p>\n<h2 data-start=\"2474\" data-end=\"2511\">IRU upozorava: sektor nije spreman<\/h2>\n<p data-start=\"2513\" data-end=\"2667\"><span class=\"hover:entity-accent entity-underline inline cursor-pointer align-baseline\"><span class=\"whitespace-normal\">International Road Transport Union<\/span><\/span> kroz svoje analize upozorava da sektor ulazi u zavr\u0161nu fazu priprema, ali da veliki broj operatera jo\u0161 nije spreman.<\/p>\n<p data-start=\"2669\" data-end=\"2688\">IRU ve\u0107 organizuje:<\/p>\n<ul data-start=\"2689\" data-end=\"2811\">\n<li data-start=\"2689\" data-end=\"2713\">specijalizovane obuke,<\/li>\n<li data-start=\"2714\" data-end=\"2726\">radionice,<\/li>\n<li data-start=\"2727\" data-end=\"2756\">train-the-trainer programe,<\/li>\n<li data-start=\"2757\" data-end=\"2811\">edukacije o tahografima i pravilima vo\u017enje i odmora.<\/li>\n<\/ul>\n<h2 data-start=\"2818\" data-end=\"2856\">\u0160ta operateri treba hitno da urade?<\/h2>\n<p data-start=\"2858\" data-end=\"2881\">Preporu\u010dene aktivnosti:<\/p>\n<ol data-start=\"2883\" data-end=\"3126\">\n<li data-start=\"2883\" data-end=\"2921\">Planirati ugradnju smart tahografa.<\/li>\n<li data-start=\"2922\" data-end=\"2951\">Izvr\u0161iti edukaciju voza\u010da.<\/li>\n<li data-start=\"2952\" data-end=\"2984\">Prilagoditi rasporede vo\u017enje.<\/li>\n<li data-start=\"2985\" data-end=\"3028\">Uvesti procedure za posting deklaracije.<\/li>\n<li data-start=\"3029\" data-end=\"3066\">Digitalizovati upravljanje flotom.<\/li>\n<li data-start=\"3067\" data-end=\"3126\">Analizirati tro\u0161kove i odr\u017eivost me\u0111unarodnih operacija.<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<p data-start=\"3147\" data-end=\"3364\">EU od 1. jula 2026. godine prakti\u010dno uvodi potpuni regulatorni re\u017eim za me\u0111unarodni kombi transport.
