Regije Bavarska, Ju\u017eni Tirol i Trentino pokrenule su studiju izvodljivosti kojom se razmatra uvo\u0111enje varijabilne putarine za teretna vozila na Brenner koridoru, jednom od najva\u017enijih evropskih tranzitnih pravaca za me\u0111unarodni drumski transport.<\/p>\n<p>Prema prijedlogu koji je trenutno predmet analize, visina putarine zavisila bi od vremena prolaska. Tokom perioda najve\u0107eg optere\u0107enja saobra\u0107aja prevoznici bi pla\u0107ali vi\u0161u cijenu, dok bi prolazak u manje optere\u0107enim terminima bio jeftiniji. Cilj je smanjiti zagu\u0161enja, pove\u0107ati proto\u010dnost saobra\u0107aja i rasteretiti jedan od najoptere\u0107enijih alpskih transportnih koridora kroz koji godi\u0161nje pro\u0111e vi\u0161e od dva miliona teretnih vozila.<\/p>\n<blockquote><p>Ova inicijativa dolazi nakon vi\u0161egodi\u0161njih rasprava izme\u0111u prevoznika, privrednih subjekata i regionalnih vlasti o efikasnosti postoje\u0107ih mjera ograni\u010davanja saobra\u0107aja. Posebno su kritikovane mjere poput blok-propu\u0161tanja teretnih vozila, sektorskih zabrana i no\u0107nih ograni\u010denja vo\u017enje koje se primjenjuju na dijelovima alpskih pravaca. Prevoznici ve\u0107 godinama upozoravaju da takve mjere stvaraju vi\u0161esatna \u010dekanja, pove\u0107avaju tro\u0161kove poslovanja, produ\u017eavaju vrijeme isporuke i negativno uti\u010du na funkcionisanje evropskih lanaca snabdijevanja.<\/p><\/blockquote>\n<p>Nova studija treba da odgovori na nekoliko klju\u010dnih pitanja: da li je tehni\u010dki mogu\u0107e uvesti ovakav sistem, kakve bi bile njegove ekonomske posljedice, na koji na\u010din bi reagovalo tr\u017ei\u0161te transportnih usluga i da li bi promjena cijene zaista dovela do preraspodjele saobra\u0107aja tokom dana.<\/p>\n<blockquote><p>Za prevoznike iz Bosne i Hercegovine, Srbije, Crne Gore, Sjeverne Makedonije i drugih zemalja Zapadnog Balkana ova inicijativa ima poseban zna\u010daj. Brenner predstavlja jednu od klju\u010dnih tranzitnih ta\u010daka prema Njema\u010dkoj, Italiji i zemljama Zapadne Evrope. Svaka promjena re\u017eima prolaska direktno uti\u010de na planiranje ruta, tro\u0161kove transporta i organizaciju me\u0111unarodnih prevoza.<\/p><\/blockquote>\n<p>Posmatrano iz \u0161ire perspektive, ovaj prijedlog ukazuje na promjenu evropske transportne politike. Umjesto administrativnih zabrana i ograni\u010denja, sve ve\u0107i fokus stavlja se na primjenu ekonomskih instrumenata, digitalnih tehnologija i inteligentnog upravljanja saobra\u0107ajem. Sli\u010dni principi ve\u0107 se koriste u pojedinim lukama, logisti\u010dkim terminalima i urbanim centrima gdje se kroz dinami\u010dko odre\u0111ivanje cijena uti\u010de na raspored transportnih tokova.<\/p>\n<p>Za sektor logistike ovo je jo\u0161 jedan pokazatelj da budu\u0107nost transporta ne\u0107e zavisiti samo od infrastrukture, ve\u0107 i od sposobnosti kori\u0161tenja digitalnih podataka, naprednih sistema upravljanja i fleksibilnog planiranja transportnih operacija.<\/p>\n<p>Rezultati studije o\u010dekuju se do kraja 2026. godine.
